Spring Hill Golf Club <br /> Wetland Replacement Plan Application <br /> Revised December 5, 2012 <br /> Page 6 of 8 <br /> ' MnRAM Analyses <br /> The attached MnRAM summaries (Appendix C) indicate that the overall <br /> wetland basin as well as the north and south impact areas generally score <br /> ' "Moderate" for almost every category. <br /> COMPENSATORY MITIGATION PLAN <br /> Mitigation Requirements <br /> Wetland mitigation will be accomplished with wetland banking using a <br /> bank site within the same wetland bank service area as the wetland <br /> impacts. WCA rule 8420.0522 Subp.4 indicates the minimum <br /> ' replacement ratio for the proposed approach for mitigation is 2:1. <br /> ' The total replacement required for the project is 0.84 acre. Mitigation <br /> banking would be used to provide the 0.84 acres (36,498 square feet) for <br /> an overall replacement ratio of 2:1 <br /> Off-Site Mitigation <br /> The "Heritage Woods"wetland bank (#1410)would be used to provide the <br /> required 0.84 acres of mitigation credit. This bank has Type 1, 2 and 4 <br /> wetland credits as well as upland buffer. It is located in the North Fork <br /> Crow River Major Watershed. Spring Hill has entered into a purchase <br /> ' agreement to acquire these credits from the owner of the wetland bank. <br /> ' Projected Wetland Mitigation Schedule <br /> January 2013 WSD Approval of replacement plan. <br /> February 2013 Execute wetland banking purchase. <br /> February 2013 Record Declaration of Restrictions from 1997 <br /> Other Wetland Banks Considered <br /> Per the TEP's recommendation at the June 4, 2012 TEP meeting, Spring <br /> Hill talked with the City of Wayzata's wetland bank contact person. Based <br /> on that discussion, it is not known whether the City is intending to make <br /> their credits available for public sale or not. Spring Hill was told by the <br /> bank contact person in June that the bank has deposited 15 percent of <br /> their credits into the state bank thus far. <br /> ' Other banks within the same Major Watershed (20) as the impact site <br /> and/or within Hennepin County were also considered. A total of 13 banks <br /> met one, the other or both of these criteria. Of those 13, two do not have <br /> ' enough credit, three are not for sale to the public or the owner could not <br />
