Staff recommends the Commission Table action on the Master Development <br /> Plan pending response to the comments below. Staff recommends approval of the Interim Use <br /> Permit, subject to MPCA comment on the Response Action Plan and approval of a development <br /> agreement. <br /> Background <br /> The property owners are proposing the development of 9.8 acre parcel with a 244 unit apartment <br /> complex. The project would include two 3 story buildings, parking, trails, utilities, including <br /> stormwater management,and landscaping. This project is adjacent to previously approved Eisinger <br /> Meadows(16-3822),a single family villa type development. <br /> This project was the subject of a sketch plan in November of 2018(LA 18-000079)where the owner <br /> proposed a 192 unit apartment/senior living project on the property. Council generally supported <br /> the project,but had concerns with the height of the building,then a single 4-story building. Density <br /> proposed at that time was 19.8 units per acre(192 units on 10 acres). <br /> The site is a former landfill, removal of that material will trigger an Interim Use Permit. Staff and <br /> the developer have been working with the MPCA to develop an appropriate plan for mitigating the <br /> landfill impacts. <br /> The project will require preliminary plat approval and rezoning to RPUD, which requires Master <br /> Development Plan approval. This memo reviews the preliminary plat, zone change, and site plan <br /> as one application. The Interim Use Permit is analyzed separately in this report. <br /> Proposal <br /> Buildings <br /> Building plans,dated March 20,2019 are provided on Exhibit B. There are two buildings proposed, <br /> labeled east and west. The west building is somewhat C shaped and includes commons area on the <br /> first and second floor. The eastern building is L shaped. Both buildings are three stories(excluding <br /> an underground parking level), and include a variety of housing units, including studio, one <br /> bedroom, one bedroom + den, and two bedroom units.
