Final Plans should include the following: <br /> a. Grading, Drainage, and Erosion Control Plan <br /> b. Street Construction Plan <br /> c. Landscape and Restoration Plan <br /> d. SWPPP meeting NPDES requirements <br /> 5. The applicant will be required to obtain Minnehaha Creek Watershed District(MCWD) <br /> approval and permitting. A copy of any approvals or permits required should be submitted <br /> prior to Final Plat approval. <br /> 6. The applicant will be required to obtain a General Construction Permit(NPDES)to discharge <br /> stormwater associated with construction activity since more than 1 acre will be disturbed. A <br /> copy of the permit should be submitted prior to any land disturbing activity. <br /> 7. The applicant will be required to submit a Maintenance Agreement for all stormwater <br /> management structures and facilities. The agreement should define maintenance <br /> responsibilities following completion of project, specify types and frequencies of inspection <br /> and maintenance activities, designate who will conduct inspection and maintenance activities, <br /> and outline reporting requirements. The agreement should list MCWD and the City of Orono <br /> as parties to the agreement. <br /> 8. Drainage and Utility Easements should be provided as follows: <br /> a. Over all stormwater management facilities used to meet regulatory requirements. <br /> b. Over all wetland and buffers. <br /> c. All swales and piping providing drainage for multiple properties. <br /> d. 5' along all side lot lines, unless adjacent to Development boundary. <br /> e. 10' along all front lot lines, rear lot lines, and adjacent to Development boundary. <br /> 9. A typical section should be provided for both the urban and rural portions of the proposed <br /> street. The rural section should provide a minimum 2' depth for the ditch per the City Standard <br /> Detail. The cul-de-sac must provide a minimum 40' radius of paved area. <br /> 10. More detail should be provided regarding the connections to Brown Road. If the curb and <br /> gutter from Brown Road are to direct runoff into the site, a spillway should be provided, and <br /> the Stormwater Management Plan should include this area. Road repair should be detailed and <br /> sequenced for connections to the sanitary sewer and watermain. <br /> 11. The sanitary sewer system proposed should be revised to remove the lift stations. A low- <br /> pressure system should be utilized, with each home having its own pump. <br /> 12. Service stubs should be indicated on the plan and installed with street and utility construction. <br /> 13.
