MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,March 18,2019 <br /> 6:30 o'clock p.m. <br /> The City Engineer has pointed out the need for an additional easement over the service lines for Lot 1. <br /> Hennepin County supports the proposed access. <br /> The applicants are not proposing to clear cut the lot but there are some trees in the middle of Lot 1 that <br /> will need to be removed. A Conservation Design was done in preparation for the 2013 application and <br /> recognize that this was a maple/basswood forest. There were no comments that the trees proposed to be <br /> removed be preserved. <br /> Staff has received some comments regarding grading and runoff along Outlot A and that will be reviewed <br /> very closely as part of this application. <br /> Planning Staff recommends approval, subject to the following conditions: <br /> 1. Final plat applied for within one year of preliminary plat approval. <br /> 2. Easement to the benefit of both lots and the city for access and utilities over all of <br /> Outlot A. <br /> 3. Easement to protect utility service lines serving the two parcels. <br /> The Planning Commission had no questions for Staff. <br /> Jamison Kohout, Real Assets, LLC, stated this is basically the same application that was proposed <br /> previously and that his family will be relocating to Orono and they would like to take advantage of the <br /> lots. Kohout stated he was unaware either of the lot sizes had changed. <br /> Chair Thiesse opened the public hearing at 6:54 p.m. <br /> Brian Zjawiony, 1675 Shadywood Road, stated currently runoff from Outlot A is washing out <br /> Shadywood Road and that it needs to be addressed. There are three or four massive potholes that have <br /> developed. Zjawiony indicated he is fine with the rest of the proposal. <br /> Chair Thiesse closed the public hearing at 6:55 p.m. <br /> Lemke commented he hates to see all the trees cut down but there is not much the City can do to prevent <br /> it. Once the grading plan is developed,the owner will have a better idea of how many trees will need to <br /> be removed. <br /> Thiesse asked if this property will have city sewer. <br /> Barnhart indicated it will. <br /> Libby stated since the erosion has been exacerbated by the weather, some type of recommendations from <br /> the City Engineer to help abate the problem would be warranted. <br /> Ressler stated he also does not see a way to avoid cutting down the trees. Ressler indicated he has not <br /> noticed the erosion to be necessarily tied to the curb cut but that it could just be the weather in general and <br /> is something that could be reviewed by the City Engineer. <br /> Page 5 of 13 <br />
