' Attachment B <br /> � REVIEW PROCEDURE FOR ALL APPLICANTS �� <br /> UNABLE TO MEET SPECIAL REQIIIREMENTS � <br /> FOR RESIDENTIAL DEVELOPN�NT <br /> WITHIN SUGAR WOODS PLAT <br /> AII owners' or builders' seeking special consideration must <br /> submit a written request to the Zoning Administrator 7 days <br /> before the official Planning Commission meeting for the month <br /> (third Monday of the month) . The City Counci� of Orono has <br /> approved an abbreviated review process for a11 such request <br /> whereby the P �anning Commission shall assume the sole <br /> responsibility for the review and final recommendation regarding <br /> these special requests. Each applicant shall have the right of <br /> appeal before the Council of all decisions of the Planning <br /> Commission. All appeals to the Council shall be placed on the � <br /> Council agendas for the following Monday (fourth Monday of the <br /> month) . . <br /> Applicants may find that the strict enforcement of these <br /> special requirements for residential development to not be <br /> practica3� nor functional when certain site conditions are found <br /> within a building lot. The following site conditions are Iisted <br /> below as examples to assist app3.icants in the preparation of <br /> their speci£ic request: • <br /> l. the shape or limited area of a building envelope; <br /> 2. unique or mature trees within a building envelope or <br /> front/street setback area; <br /> 3 ., the topography of a building envelope; <br /> 4. desire to place house within a building pad so as to <br /> minimize impact on adjacent properties. <br /> AlI special requests shal.3� consist either of one or more of <br /> the following submittals, depending upon the specific site <br /> conditions to be considered: <br /> l. survey/site plan designating structures, pathways, <br /> drives and type of back out improvement; � . <br /> 2. inventory of hardcover (be sure to include alI hardcover <br /> within front street/street setback area) ; <br /> 3. topographic mapping of property; � <br /> 4. location of mature, unique tree specimens; <br /> 5. other unique physical characteristics of property that <br /> requires special placement of house/drive on site. <br />
