As we discussed, the City Council has amended the rules governing <br /> approval extensions, limiting extensions to no more than 3-years following approval. What this means for <br /> your applications (#s 08-3355 and 08-3413) is that because more than 3 years have passed since the <br /> approval date, you must reapply for preliminary plat approval. Below I have outlined the current <br /> application submittal requirements for a preliminary plat approval and pay the associated fees. Please <br /> note the fees quoted are based on the current, 2016 fee schedule and may increase in 2017. <br /> Preliminary Plat Submittal Requirements (copied from the Subdivision Application packet): <br /> 1. Application Form. <br /> 2. PreliminaryP/atapp/ication fee and escrow—2016 fees include = $i210.00 plus $2,500 <br /> escrow&actual engineering review costs(note: A storm water review fee was not <br /> included). This project is considered a Class III subdivision. The Preliminary Plat application fee <br /> is $850 + $30/lot plus a cash escrow of$2,500— unless any public improvements are planned or <br /> required (road, storm water facilities, etc) warranting a larger, $10,000, escrow. There is a $60 <br /> per lot fee for the review of on-site septic systems. The City's review of a storm water system is <br /> $250. It is unknown at this time whether any storm water improvements will be required. Please <br /> contact the Minnehaha Creek Watershed District for more information. Please note, all City <br /> consulting engineer and attorney charges incurred relating to application review would be your <br /> responsibility and the bills will be passed through to you. <br /> 3. Property owners/ist-See enclosed application packet. <br /> 4. Certificate ofSurvey&Legal desc�iption -see enclosed survey requirements. <br /> 5. PreliminaryP/atdrawing—A preliminary plat drawing meeting the minimum requirements (see <br /> enclosed application packet) <br /> 6. Conservation Design Plan-A conservation design analysis and plan would need to be submitted <br /> with the preliminary plat application. This Plan will be based on an analysis and report you <br /> submit. The Plan should include protection and or preservation of natural features or valuable <br /> environmental assets on or near the property such as wetlands, areas with high quality <br /> vegetation, etc. The plan should conform to the Conservation Design requirements in City Code. <br /> I've enclosed a copy of City Code Chapter 78, Article XII regarding Conservation Design for your <br /> reference. <br /> 7. Landscaping plan—see City Code Section 82-226, enclosed. <br /> 8. SepticDesign Plan -A plan for 2, 5-bedroom (minimum) septic systems will be required for each <br /> lot created, including the existing home site. <br />
