Evelyn, I am assuming the goal is to correct the situation. The easiest way to do that is to deal with the individual that lives in the home and controls the property. If there is a reluctance to proceed against the property owner—thaYs fine— but your enforcement options against the builder(that don't impact the homeowner) are very limited to nonexistent.
