Gary Frazier—4555 Spruce Way— Level 2 Home Occupation License Review— Public Hearing
Gary Frazier appeared before the Council in July of 2009 at that time he was appealing the staff
interpretation of his home occupation as a prohibited home occupation. The Council directed Frazier
to apply for a Level 2 Home Occupation License. Frazier, is the owner of Express Delivery Systems,
a home based courier business consisting of two straight trucks, driven by the owners/occupants of
the property. Frazier intends to park the two trucks between the home and the existing pole shed out
of view from neighboring properties. The intent is to park the trucks inside the shed within the next
year.
Home occupations are subject to sixteen performance standards. It appears to staff that the
applicant is unable to meet two of the performance standards relating to outdoor storage and
commercial vehicles (standards 6 and 8) and the business has the potential to conflict with standard
13.
(6) Outdoor storage prohihtA - ,c._ als, goods, supplies or equipment
"''"`- ' /lIV . i, except that licensed passenger
'/ vV vided they are in compliance with all
—>The a tly stored outdoors.
8 ______ Tl__.. . . _. .
( ) ! _ mmercial or nonpassenger vehicles
   . ng.
