The property currently contains a small cabin which is individually <br /> served with municipal sewer and has been individually assessed for <br /> • sewer. <br /> B. The property is• the subject of a concurrent lot line rearrangement <br /> application which increases the property in area from a pre-existing <br /> 10,300 s.f. (0.24 acre) to 21,000 s.f. (0.49 acre), resulting in a lot which <br /> is similar in area to many other developed residential lots in the LR-1B <br /> District generally, and which is larger than a majority of developed <br /> residential lots in the immediate neighborhood including Spruce Place and <br /> Loma Linda Avenue. <br /> C. The lot width of 58 feet is sufficient to allow construction of a single <br /> . family residence which meets the required 75' lakeshore setback, required <br /> 10' side setbacks, and which will not encroach the average lakeshore <br /> • setback. <br /> D. Hardcover in the 75-250' zone is proposed to increase from the <br /> � conforming pre-existing level of 10.9% to 37.7% where only 25% is <br /> normally allowed.. This level of hardcover is similar in magnitude to <br /> levels approved for other lots of similar size in the LR-1B zone. <br /> Adherence to the 25% limitation would not allow for construction of the <br /> residence as proposed unless the driveways or garage were eliminated or <br /> severely reduced. No hardcover will be located in the 0-75' zone. <br /> 4. The City Council has considered this application including the findings and <br /> recommendations of the Planning Coinmission, reports by City staff, comments <br /> by the applicant and the effect of the proposed variance on the health, safety and � <br /> welfare of the community. <br /> 5. The City Council finds that the conditions existing on this property are peculiar <br /> to it and do not apply generally to other property in this zoning district; that <br /> granting the variance would not adversely affect tr�c conditions, light, air nor <br /> � pose a fire hazard or other danger to neighboring property; would not merely <br /> serve as a convenience to the applicant, but is necessary to alleviate a <br /> ` Page 2 of 6 <br />
