All applications for structures which require driveway access or involve a change <br /> in use of an existing access to a County highway or City road, must be <br /> accompanied by an access permit issued by the Hennepin County Highway <br /> Department or Orono Public Works Department. <br /> 10. For projects which will require the installation of an on-site sewage treatment <br /> system, a site evaluation report and system design must be submitted with the <br /> building permit application. (See On-Site Systems Manager for more information.) <br /> 11. For all projects located within 1,000' of lakeshore, shoreland regulations and <br /> hardcover limitations apply. Hardcover, by definition, is any structure, blacktop, <br /> or other material which interferes to any degree with the direct absorption of <br /> rainfall into the ground. Hardcover calculations must accompany each application <br /> involving additional or replacement proposed hardcover in the affected zoning <br /> districts. A Certificate of Occupancy-is required prior to the use or occupancy of any new structure <br /> erected within the City. This certifcate will be issued by the Building Official at such <br /> time as final inspections demonstrate that code compliance has been achieved. Final <br /> inspections are required for all existing structures altered or changed in use. Changes in <br /> the use of the commercial structure must also be approved by the Zoning Department. <br /> E. Time of Construction. Section 12.05 <br /> Subd. 1. Permit Expiration. Notwithstanding continuing or on-going work, any <br /> building pernut issued by the City shall expire and by limitation be null and <br /> void and shall require issuance of a new permit and payment of a full new <br /> pernut fee if a Certificate of Occupancy and final completion has not been <br /> issued within the following length of time after the date of permit issuance, <br /> which new pernut and fee shall be necessary to reimburse the City for on- <br /> going and more than normal number and cost of inspection services. <br /> A.
