I�?� <br /> MINNESOTA LOCAL PERMITTING PROCESS CHECKLIST <br /> Xcel Energy — Orono Substation Expansion and <br /> 115kV Transmission Line Project <br /> City of Orono, Hennepin County, MN <br /> July 2010 <br /> ❑ Notice to Commission (to be done by Xcel En — notify the <br /> Minnesota Public Utilities Commission ( mission) by letter of intent to <br /> seek local approval of a project within 10 days of submission of <br /> application to a local unit of government (LGU) for approval of a <br /> project. <br /> ❑ Notice to General Contact List (to be done by Xcel Energy) — Mail <br /> notice (including description of project and lacal jurisdiction contact) to <br /> persons on general notification list that the applicant has applied to a LGU <br /> for a permit within 10 days of submission of the application to the LGU. <br /> ❑ Referral to Commission — If a LGU to which an applicant has applied for a <br /> permit chooses to refer the project to the Commission for permitting, it must <br /> notify the Commission within 60 days of the applicant filing the <br /> application with the LGU. <br /> ❑ Environmental Assessment (to be prepared by Xcel Energy and <br /> reviewed/approved by the LGU) —A LGU that maintains jurisdiction over <br /> a qualifying project that shall prepare an environmental assessment (EA) <br /> for the project. The LGU shall afford the public an opportunity to participate <br /> in the development of the scope of the EA before it is prepared (through <br /> landowner letters, landowner survey, newspaper notice, or public meeting, <br /> etc.) <br /> ❑ Notice in EQB Monitor— Upon completion of the EA, the LGU shall <br /> provide a copy of the EA to the Minnesota Environmental Quality Board <br /> (EQB) and publish notice in the EQB Monitor that the EA is available for <br /> review, how a copy can be reviewed, that the public may comment on the <br /> document, and the procedure for submitting comments to the LGU. <br /> ❑ Permit Decision —The LGU shall not make a decision on the permit until <br /> at least 10 days after the notice appears in the EQB Monitor. <br />
