I�?� MINNESOTA LOCAL PERMITTING PROCESS CHECKLIST Xcel Energy — Orono Substation Expansion and 115kV Transmission Line Project City of Orono, Hennepin County, MN July 2010 ❑ Notice to Commission (to be done by Xcel En — notify the Minnesota Public Utilities Commission ( mission) by letter of intent to seek local approval of a project within 10 days of submission of application to a local unit of government (LGU) for approval of a project. ❑ Notice to General Contact List (to be done by Xcel Energy) — Mail notice (including description of project and lacal jurisdiction contact) to persons on general notification list that the applicant has applied to a LGU for a permit within 10 days of submission of the application to the LGU. ❑ Referral to Commission — If a LGU to which an applicant has applied for a permit chooses to refer the project to the Commission for permitting, it must notify the Commission within 60 days of the applicant filing the application with the LGU. ❑ Environmental Assessment (to be prepared by Xcel Energy and reviewed/approved by the LGU) —A LGU that maintains jurisdiction over a qualifying project that shall prepare an environmental assessment (EA) for the project. The LGU shall afford the public an opportunity to participate in the development of the scope of the EA before it is prepared (through landowner letters, landowner survey, newspaper notice, or public meeting, etc.) ❑ Notice in EQB Monitor— Upon completion of the EA, the LGU shall provide a copy of the EA to the Minnesota Environmental Quality Board (EQB) and publish notice in the EQB Monitor that the EA is available for review, how a copy can be reviewed, that the public may comment on the document, and the procedure for submitting comments to the LGU. ❑ Permit Decision —The LGU shall not make a decision on the permit until at least 10 days after the notice appears in the EQB Monitor.
