Public Hearing <br /> Application Summary: The applicant is requesting a variance to allow a ground mounted solar <br /> array where only those mounted to a roof are permitted. <br /> Staff Recommendation: If the Commission finds that the standards for variance are satisfied, <br /> they should recommend approval. <br /> Background <br /> The owner desires to install a solar array on a rack to be installed in their rear yard. Because the <br /> solar array is located on a rack, a variance is required;solar arrays are required to be roof <br /> mounted. <br /> The applicant's plans, including the site plan noting the location, are attached as Exhibit C. <br /> The variance requested is not a question of whether the array can be located on the property; <br /> the question is can the array be located on a rack, rather than on a building. <br /> Alternative Energy Systems are governed by Section 78-1379, attached as Exhibit E. Arrays are a <br /> permitted accessory use in all zoning district,though with the following requirements. Staff <br /> notes are in bold: <br /> (2) Standards. <br /> a. Exemption. Passive or building-integrated solar energy systems are exempt <br /> from the requirements of this section and shall be regulated as any other building <br /> element. N/A <br /> b. Roof-mounted systems allowed. The only solar energy systems allowed in the <br /> city are those that are roof-mounted, Variance Requested <br /> c. Height. Roof-mounted solar energy systems shall comply with the maximum <br /> height requirements in the applicable zoning district. At its highest point, the <br /> array will be 9-10 feet above grade. <br /> d. Setbacks. Roof-mounted solar energy systems shall comply with all building <br /> setbacks in the applicable zoning district and shall not extend beyond the exterior <br />
