4 <br /> REQUEST FOR COUNCIL ACTION <br /> DATE: February 8,2016 <br /> ITEM NO: 12 <br /> Department Approval: Administrator Reviewed: Agenda Section: <br /> Name Jeremy Barnhart �� Planning <br /> Title Community Development Director <br /> Item Description: Mariani Conceptual Request to Expand MUSA Boundary <br /> Application Summary <br /> Dave Mariani (3020 6`h Avenue) requested Council support to expand the MUSA boundary to <br /> incorporate his property on January 1 l�'. The Council directed Staffto review the implications <br /> with the Met Council and report back. <br /> Background <br /> The 2030 Comprehensive Plan provides for the addition of new housing within an expanded <br /> MUSA boundary at a rate of 3.29 units per acre. The Met Council will not approve any Plan <br /> amendment that results in an overall density ratio below 3 units an acre. <br /> On January 27`"staff inet with Met Council representatives to understand the implications of a <br /> number of proposed developments;the results of that discussion are summarized in the attached <br /> spreadsheet. It appears that expanding the MUSA boundary to accommodate Mariani could be <br /> accommodated within our current limits. Assuming development of the James property at the <br /> density supported by the Council, our density would drop below 3 units/acre; additional density <br /> will need to be identified. <br /> Further,the Comprehensive Plan guides the Mariani property for Park, Recreational and Open <br /> Space,to accommodate future expansion of Three Rivers Park District's Baker Park. The <br /> expansion of urban services may be considered inconsistent with the Plan as it implies long term <br /> support for residential land use. We anticipate close scrutiny by both the Met Council and the <br /> Park District. <br /> Planning Staff Recommendation <br /> Staff does not recommend the MUSA be expanded as a Type III system is a viable option and <br /> extension of the urban service does not appear consistent with the long term plan for the area. <br /> Action Requested: <br /> List of Exhibits: <br /> ExhibitA.
