I do <br /> understand your desire to add a detached garage and paver driveway prior to the <br /> replacement of the non-compliant septic system via connection to the available municipal <br /> sewer. <br /> As you requested, I did attempt to reach you at 952-404-9109 to set up a meeting. I left a <br /> voice message on Sept. 6th. I also tried to call on Sept. 8th, 13�' and 15`h but the phone <br /> line was temporarily disconnected. Since we have not been able to set up a time to meet I <br /> hope I can help by responding to your questions in this letter. <br /> You asked for the cities permission to add a detached garage and paver driveway to <br /> eliminate the debris on your property. As you are aware, our ordinance states the city <br /> cannot issue a building permit until the septic system is connected to the available <br /> municipal sewer. (See attached code 58-47(b)). Because the�proposed construction is not <br /> maintenance or upkeep of an existing building, it triggers the requirement for system <br /> upgrade/replacement at this time. <br /> It is also my understanding you have verbally requested that the City consider specially <br /> assessing your costs to connect to the sewer. Unfortunately, I'm not able to meet your <br /> request. In past sewer projects, the City has not been involved in financing the individual <br /> connection costs except as part of the initial special assessment of a neighborhood sewer <br /> project. However, you might want to explore the Community Development Block Grant <br /> (CDBG)program which is operated through Hennepin County and is intended to provide <br /> grants or deferred loans to eligible individuals or households for activities such as single- <br /> family home rehabilitation.
