Boz 66 <br /> Orono, MN 55356 Crystal Bay, MN 55323•0066 <br /> November 19, 2007 <br /> Dear Onsite Septic System Owners: <br /> The Orono City Council has adopted new regulations intended to ensure that non- <br /> compliant septic systems aze repaired or replaced in a timely manner. As a result of <br /> Orono's comprehensive septic system program, many subsurface sewage treatment <br /> systems (SSTS)have been deemed to be non-compliant and in need of replacement. In <br /> the defined Shoreland Management Areas, owners of non-complaint SSTS have a <br /> December 31, 2007 deadline to bring their systems into compliance (December 31,2010 <br /> for non-shoreland areas). <br /> The Council recognized that many homeowners who were notified of these deadlines, as <br /> much as 10-12 years ago, have not taken the necessary steps to upgrade their SSTS. <br /> � Under the new ordinance, after the defined deadline date all non-complaint systems must <br /> be brought into compliance whenever a building permit is required for any improvements <br /> to the home or property. Home maintenance items are exempt, such as painting, furnace <br /> or water heater replacement. <br /> In addition, formal compliance inspections, in accordance with Minnesota Rules Chapter <br /> 7080 will now be required any time a home is sold. These inspections must be performed <br /> by a State of Minnesota Licensed Inspector or Designer One. The State of Minnesota has <br /> spelled out the criteria for this type of inspection and the required form that must be filled <br /> out. The Inspector or Designer One must file a copy of the inspection form with the city <br /> within 30 days of the inspection. The SSTS that aze found to be non-complaint must be <br /> brought up to code at the time of property transfer. Provisions can be made for transfer <br /> during winter conditions. <br /> A list of Licensed Inspectors or Designer Ones can be found at the following website, <br /> www.uca.state.mn.us/pro�rams/ists/ists xls. Since they are state licensed you may <br /> contact anyone/company on the list regardless of county listed.
