1795 Fox Street Wetland Delineation Report <br /> 2. OVERVIEW <br /> The 28.22-acre property at 1795 Fox Street was inspected on September 27, 2017 for the <br /> presence and extent of wetland. The property was located in the SW 'A of Section 3 and the NW <br /> ''A of Section 10, Township 117 North, Range 23 West, City of Orono, Hennepin County, <br /> Minnesota. The site was situated at the end of an 830-foot long cul-de-sac that extends south off <br /> of Fox Street from a point 0.75 mile west of Shoreline Drive (CSAH 15) (Figure 1). The <br /> property corresponded to Hennepin County PID 03-117-23-44-0006. <br /> The site included part of a large shallow marsh dominated by cattails with a fringe of reed canary <br /> grass. The cattail marsh curved around a partially wooded upland peninsula with green ash, <br /> common buckthorn, black walnut, and white cedar, and some grassland dominated by orchard <br /> grass, Kentucky bluegrass, and smooth brome. The large cattail marsh is DNR Public Waters <br /> Wetland 27-859W and it includes a DNR Public Watercourse that drains southeast toward <br /> Tanager Lake. Site topography was highest near the center of the peninsula at 946 feet above <br /> msl, and lowest in the wetland at an elevation of about 930. <br /> The property was bordered on the southeast by the Hennepin County Regional Trail, on the west <br /> by cattail marsh, on the north by unoccupied residential lots, and on the east by cattail marsh. <br /> One wetland was delineated within the site boundaries. The delineated wetland boundaries and <br /> existing conditions are shown on Figure 2. The property also included a stormwater pond that <br /> was constructed in 2009, the same year that the cul-de-sac was constructed. <br /> Appendix A of this report includes a Joint Application Form for Activities Affecting Water <br /> Resources in Minnesota, which is submitted in request for: (1) a wetland boundary and type <br /> determination under the Minnesota Wetland Conservation Act (WCA), and (2) delineation <br /> concurrence and a Preliminary Jurisdictional Determinations (PJD) under Section 404 of the <br /> Federal Clean Water Act. <br /> 3. METHODS <br /> 3.1 Wetland Delineation <br /> Wetlands were identified using the Routine Determination method described in the Corps of <br /> Engineers Wetlands Delineation Manual (Waterways Experiment Station, 1987) and the <br /> Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Midwest Region <br /> (Version 2.0) as required under Section 404 of the Clean Water Act and the Minnesota Wetland <br /> Conservation Act. <br /> Wetland boundaries were identified as the upper-most extent of wetland that met criteria for <br /> hydric soils, hydrophytic vegetation, and wetland hydrology. Wetland-upland boundaries were <br /> marked with pin flags that will be located by Gronberg& Associates Land Surveyors. <br /> Approximate wetland boundaries shown on Figure 2 are based on a previous wetland <br /> 2 <br />
