PARK COMMISSION AGENDA ITEM <br /> <br />Item No.: 3 Date: March 5th, 2018 <br />Item Description: Parks, Trails and Open Space Chapter to the Community Management Plan <br />Presenter: Adam T. Edwards, P.E. <br />Dir, Public Works/City Engineer <br />Agenda Section: Commissioner’s Report <br /> <br />1. Purpose. The purpose of this action item is to review of the Parks and Trails section of the 2040 <br />Community Management Plan. <br /> <br />2. Background. The City must update is Community Management Plan once every 10 years. The next <br />update is due to the Met Council by December 31, 2018. The Community Management Plan must include <br />a Parks and Trails chapter, and at minimum, the Parks and Trails chapter, must include the following: <br /> <br />A. Describe, map, and label the Regional Parks System facilities that are located in your community. <br />If no portion of the Regional Parks System falls within your community, state that fact in your <br />comprehensive plan. <br />B. Describe, map, and label the federal and state recreational lands within your community, as <br />shown on your System Statement. <br />C. Depict existing regional parkland with a land use of “Park” (or your community’s equivalent) on <br />your Existing Land Use map. <br />D. Acknowledge the Council-approved master plan boundaries of regional parks, park reserves, and <br />special recreation features by guiding the properties with a land use of “Park” (or your community’s <br />equivalent) on your Future Land Use map. <br />E. Describe and map your existing and proposed local parks, trails, and recreation facilities. <br />F. Include a capital improvement program for parks and open space facilities as part of your <br />implementation program. <br />The Parks commission began the chapter update at the September 5th, 2017 meeting. Since then the <br />commission has held a couple work session on the plan and worked on sections in break out groups <br />(Trails). The nest step of the process is for the Community Management Plan Committee to review the <br />plan and then for it to be released for public comment. <br />3. Staff Recommendation. Staff recommends that the Commission review and then endorse the <br />attached plan. <br /> <br />COMMISION ACTION REQUESTED <br />Motion to endorse the attached draft Parks, Trails and Open Space chapter for the 2040 Community <br />management Plan. <br /> <br />Exhibits <br />A.
