MINUTES OF THE <br />ORONO PARK COMMISSION MEETING <br />Monday, July 2, 2018 <br />6:30 o'clock p.m. <br />Edwards indicated he proposed to the City Council the option of closing a section of the road and <br />converting it into a trail. The yellow section is that portion of East Long Lake Road that services the <br />residents, which will be improved next year, and the red area is the section proposed to be closed. That <br />portion of the road is currently closed due to its condition. <br />Edwards noted the City held a public hearing with a number of the residents in attendance that were <br />largely in favor of closing the road. As a result, the City Council directed Staff and the Park Commission <br />to come up with a plan. Edwards stated in his view there are some grants available for shoreline <br />restoration as well as trail conversion. Edwards noted lie received a proposal for a feasibility study from <br />Bolton & Menk that will be taken to the City Council for them to consider. <br />Edwards recommended a subcommittee be created to discuss possible improvements. Edwards stated this <br />is a unique opportunity for the City and would allow them to improve the water quality and provide an <br />alternate transportation asset in the community. Extension of the trail along Old Highway 12 is just to the <br />south of this area and other general bike paths include Old Long Lake Road and Spring Hill Road. <br />Meyers asked if the road would be removed totally. <br />Edwards stated that is likely what will happen given the condition of the road. <br />Williams commented the area floods quite a bit. <br />Meyers asked whether a lot of fill will be necessary. <br />Edwards stated that is one of the items the subcommittee will need to discuss. <br />Williams noted this area is not too far from the Luce Line so it has some nice connectivity to that trail. <br />Edwards stated the south half of the road will be repaved but that there is a narrow right-of-way which <br />may not allow for a trail. Summit Beach has a really large parking lot and the subcommittee could <br />explore what could be done in that area. <br />Meyers commented if a bike trail is constructed, they will need to think about the number of people who <br />will be using it. <br />Edwards stated this area is also a popular fishing spot. <br />Berg, Ruegemer, Roath, Williams and Carter volunteered to be on the subcommittee <br />Edwards stated the road is currently shut down indefinitely and that they can start doing the design in the <br />near future and then apply for grants over the winter and spring, with the work being performed next <br />summer. <br />Meyers suggested having an open house for the residents. <br />Williams asked if the road is open to pedestrians currently. <br />Edwards indicated it is. <br />Page 8 of 11 <br />
