PARK COMMISSION AGENDA ITEM <br />Item No.: 3 Date: May 1', 2017 <br />Item Description: North Arm Trail Feasibility Study <br />Presenter: Adam T. Edwards, P.E. Agenda Section: Staff Report <br />Dir, Public Works/City Engineer <br />1. Purpose. The purpose of this item is to present the North Arm Trail Feasibility Study to the Parks <br />Commission for comment, discussion and future action. <br />2. Background. At the September 6' Park Commission meeting the Commission voted 5-0 to <br />recommend the City complete a feasibility study for a possible trail connection from West Branch Road <br />to the Lakeville Legacy Park along the south side of North Arm Drive. At the 7 November Park <br />Commission meeting the commission voted 6-0 again to recommend the city complete the study and that <br />the funds for the study come from the 2016 Park Operating Budget. Further the commission indicated <br />that the trail would be a pedestrian trail. At the November 141 Council meeting the Council approved <br />Bolton and Menk, the City's consulting firm, to undertake a feasibility Study. The feasibility Study is <br />provided at Exhibit A. <br />3. Scope of Work. The trail would be a 4ft wide aggregate surfaced pedestrian trail from West Branch <br />Road to the Lakeview Park. <br />4. Cost. The study estimates the cost of trail construction would be $79,650. <br />5. Funding. If the project went forward it would most likely be funded from the Park Fund. The end of <br />year 2017 projected balance for the park fund is $618K. <br />Way Forward. Options for a way forward include: <br />a. Do nothing. <br />b. Recommend adding the project to the Parks Capital Improvement Plan for construction in <br />the near term (next 5 Years). <br />c. Recommend adding the trail to the proposed trail system as part of the Comprehensive <br />Plan process for later construction. <br />COM,NL USION ACTION REQUESTED <br />Discussion and initial guidance on a way forward. <br />Exhibits <br />A.
