Attachment:E] <br />MEMORANDUM <br />TO: PARK COMMISION <br />FROM: ADAM T. EDWARDS, PE <br />SUBJECT: PARK COMMISION COMPOSITION <br />DATE: JANUARY 3, 2017 <br />Exhibits: <br />1. Purpose. The purpose of this item is to provide the Commission an opportunity to discuss <br />the composition of the Parks Commission with respect to the addition of alternates. <br />2. Summary. The question of providing alternate members to the planning commission has <br />been raised a couple times over the last year. There is a president in that the Planning <br />Commission does include two alternate members. The composition of the Park Commission is <br />established in City Code (see below). In order add alternates to the park commission would <br />require a code amendment. <br />Sec. 22-32. Members. <br />The park commission is composed of seven members, who serve staggered three-year terms. <br />The director of public services and one councilmember shall be members of the commission <br />ex officio and without vote and are in addition to the seven -member commission. <br />Sec. 22-33. Powers and duties. <br />The park commission shall be only an advisory body to the council. The commission shall <br />study and consider the continuing needs of the city for parks and recreation areas and <br />facilities of all kinds, including but not limited to problems involving public use of Lake <br />Minnetonka and other lakes in the city, and portions of its shorelines. The commission shall <br />report to the council. <br />3. Draft Code Amendment. To add alternate members the code could be revised as follows. <br />The underlined addition to the code is based on the code establishing alternates for the planning <br />commission (Sec. 74-2. Membership) <br />Sec. 22-32. Members. <br />The park commission is composed of seven members, who serve staggered three-year terms. <br />The council may by majority vote appoint one or more alternate park commission members <br />to serve when regular members are absent. The director of public services and one <br />councilmember shall be members of the commission ex officio and without vote and are in <br />addition to the seven -member commission. <br />3. Action. The Park Commission should consider whether alternates are needed for the <br />commission and if so make a recommendation to the City Council to revise the relevant code <br />section. <br />
