CMP Part 4E. Park, Open Space and Trail Plan <br />Goal 2. Implement environmentally sound and sustainable policies within <br />the Park <br />The City will: <br />• Manage the Park in a manner consistent with the purposes of the <br />Minnehaha Creek Watershed District Conservation Easement: <br />> Protection of a natural habitat of fish, wildlife, and plants; <br />> Protection of the water quality of Lake Minnetonka; and <br />• Preservation of the open and natural character of the Park for <br />scenic enjoyment by the general public including from Lake <br />Minnetonka and substantial parts of its shoreline <br />• Adhere to the restrictions on use established within the MCWD <br />Conservation Easement <br />• Protect, manage and maintain areas important as habitat for rare, <br />threatened, endangered or protected plant and animal species and <br />community types <br />• Identify areas with environmental sensitivity and take measures to <br />direct incompatible activity away from such areas <br />• Maintain only a limited level of facilities consistent with the Park's <br />limited capacity to withstand use <br />• Maintain, restore and/or enhance the natural environment, where <br />appropriate, to improve the quality of natural resources and support <br />biodiversity of plants and animals <br />• Limit the spread of invasive species and encourage the propagation <br />of species of plants and animals considered native to the Lake <br />Minnetonka area <br />• Protect and maintain the quality of surface waters and groundwater <br />associated with the Park <br />• Ensure that winter use provides minimal impact to the park <br />Goa13. Improve access to and mobility within the Park <br />The City will: <br />• Provide docks and landing areas to allow for public access by boat <br />• Manage pedestrian pathways to respect of the natural character of the <br />Park <br />• Identify areas of the Park that will be made accessible to the <br />disabled, and provide the minimum level of paved or hard surfaces <br />necessary for the provision of disabled accessibility <br />• Establish, post and publicize Park hours, rules, limitations, etc. <br />Goal 4. Provide the level of recreational and service facilities necessary for <br />safe public use of the Park while limiting the need for intensive operation and <br />maintenance activity <br />The City will: <br />• Develop a set of design, maintenance and operation guidelines <br />• Develop partnerships for maintenance and operation of the Park <br />• Identify specific approaches to address resource protection within the <br />operation and maintenance programs <br />• Establish an emergency helipad location <br />• Eliminate or avoid introducing attractive nuisances that will be used <br />for unintended and unwanted purposes <br />City of Orono Community Management Plan 2008-2030 Page 4E-36 <br />
