10. The City will encourage retention and continued operation of the <br />private golf courses. These private facilities provide major active <br />recreation in the City and in addition provide aesthetic open space and <br />open vistas to the benefit of all adjacent property owners and the public <br />alike. The City will discourage conversion of these facilities into non - <br />recreational land use because of the benefit of this recreational <br />opportunity and because the City has limited public services necessary <br />for accommodating more intense uses. <br />11. The City will work with the neighboring communities of Tonka Bay <br />and Shorewood and other regional agencies to determine the <br />feasibility of a regional trail along County Road 19. A regional trail <br />along this corridor would connect the Lake Minnetonka LRT Regional <br />Trail with the Dakota Regional Trail as well as providing for safer <br />bicycle and pedestrian transportation along this highly traveled corridor <br />that bisects the upper and lower sections of Lake Minnetonka. This <br />scenic corridor does present a variety of challenges for trail development <br />and use due to topography, lake proximity, and right-of-way availability, <br />but the City will support the inclusion of the corridor in the regional trail <br />plans of Three Rivers Park District, Hennepin County and the <br />Metropolitan Council. <br />IG ISLAND NATURE PARK PROPERTY GOALS & POLICI <br />The City's acquisition in 2005 of the Big Island Veterans Camp in cooperation <br />with the Minnehaha Creek Watershed District (MCWD), places in Orono's care <br />a unique and highly visible recreation amenity with regional drawing power. <br />In conjunction with its financial assistance to the City for purchase of the <br />property, the MCWD was granted a Conservation Easement over the site <br />intended to preserve its exceptional natural environmental values. Additionally, <br />the City's commitment to the State of Minnesota (which provided a substantial <br />portion of the funding for the purchase) and to the State's many veterans <br />organizations, was to make the site accessible to the public. <br />Management of this property presents a number of challenges due to its <br />accessibility only by boat. Site maintenance and improvement as well as <br />management of the level and types of uses occurring on the property are made <br />more difficult because of its island location. For these reasons the Big Island <br />Nature Park property requires a distinct package of goals and policies as <br />compared to Orono's other park and open space facilities. <br />City of Orono Community Management Plan 2008-2030 Page 4E-34 <br />
