9 Land developers must provide for recreational space to serve all <br />new developments. Land subdivisions or any new development that <br />results in increased land use density, and hence increased demand for <br />recreational services, will be expected to include public dedication of <br />lands necessary for additional parks, playgrounds and open space. If the <br />individual development's density increase or impact is relatively small in <br />lieu of lands the developer will be required to contribute funds for the <br />municipal purchase of such lands or improvement of existing recreation <br />facilities proportionate to the cumulative effect of such density increase. <br />This policy is applicable to both the rural and urban areas of Orono, and <br />is especially critical where high density development limits the <br />availability of recreational space within the development site. <br />10. The established park dedication fund will be used for purchase of <br />additional park land and/or for improvement of existing <br />undeveloped park land. Consistent with Minnesota Statutes, this fund <br />will not be used for any park maintenance or recreation operating <br />expense. This fund will not be used for typical physical improvements <br />normally placed in the annual budget. The intent is for the fund to <br />accumulate to a level sufficient for a large scale activity as may be <br />determined in the fixture. <br />11. Orono will ensure that all new parks are ADA compliant, and <br />continue to upgrade existing parks to make them ADA compliant. <br />1. The City will attempt to provide sufficient recreation facilities in <br />existing parks and in additional new parks as necessary to meet the <br />needs of all urban residents. The existing park facilities will be <br />improved to provide a wide range of diversified recreation opportunities. <br />New park locations will generally be limited to small tot -lots or mini - <br />parks designed for special purposes to serve small neighborhoods not <br />adjacent to existing facilities. If future park needs are identified as a <br />result of changing demographics or the changing desires of Orono <br />residents, new parks may be established to serve these needs. <br />2 The City will assist in the establishment of recreation programs in <br />coordination with school district community service programs. The <br />City does not have the capability to institute its own recreation program <br />but the City will cooperate and participate in the community service <br />programs offered through the local school districts. <br />City of Orono Community Management Plan 2008-2030 Page 4E-31 <br />
