ROLE OFADVISOR Y BODIES <br />In the past the Orono Park Commission has served as an advisory body <br />appointed by the City Council to make recommendations about park, open space <br />and trail issues. The Park Commissiorns mandate as set forth in <br />Municipal Code Section 2.52 is to Astudy and consider the continuing needs of <br />the City for parks and recreation areas and facilities of all kinds, including, but <br />not limited to, problems involving public use of Lake Minnetonka and other <br />lakes in the City, and portions of its shorelines@. At the present time the Park <br />Commission is not active but could be reactivated by the City Council if future <br />needs dictate. <br />The Park Commission=s past role in park planning has been to continuously <br />evaluate park, open space and trail facilities and community needs. This <br />ongoing evaluation process allowed for identification and prioritization of <br />improvements-., taking into account such factors as population growth, <br />demographic changes, levels of facility use, health and safety factors, condition <br />of facilities, special populations, adjacent land use compatibility, life cycle <br />recreation, and satisfaction of community needs. <br />Any ongoing park system review and evaluation process must remain sensitive <br />to local needs, changing circumstances, and limitations on resources, while <br />encouraging a sense of community by improvement and maintenance of <br />neighborhood parks and responsiveness to demonstrated community needs. This <br />continuing review and evaluation process may in the future be addressed by <br />specialized alternative advisory bodies on an individual project basis rather than <br />by a Park Commission. The City Council will monitor the need for advisory <br />bodies in relation to the parks, open space and trail systems to satisfactorily <br />address the following general areas: <br />a. Park usage and needs, including a periodic (10 year cycle) community- <br />wide survey to determine if community needs are being met. <br />b. Existing park and facilities conditions and maintenance, including <br />equipment upgrade and replacement. Establishment of a 15 -year cycle <br />for the review, upgrade and improvement of neighborhood parks. <br />C. Park facility design compliance with Americans with Disabilities Act <br />(ADA) standards, striving for accessibility for persons with disabilities. <br />d. Landscaping of parks and open spaces. <br />e. Identification and procurement of additional parkland for either passive <br />or active recreation needs. <br />f. Parks budget and funding options. <br />g. Consistency with this Plan. <br />City of Orono Community Management Plan 2008-2030 Page 4E-8 <br />
