<br />Orono's Land Use Plan calls for development in both the urban and the
<br />rural portions of the City. The urban area is expected to have new residential
<br />infill development on existing vacant lots and undeveloped parcels at densities
<br />consistent with the surrounding neighborhoods. Overall urban population in
<br />Orono is expected to remain very close to the existing numbers because of the
<br />limited land available for development and because developed density is limited
<br />by the ecological considerations of proximity to Lake Minnetonka. The majority
<br />of the rural area has been zoned to require a minimum of 2 acres of dry
<br />buildable land per residential lot, with an area in the northwest corner of the
<br />City requiring at least 5 dry buildable acres. When wetlands, roads, steep slopes
<br />and public open space are factored in, nearly 80% of the City's land will be
<br />developed at densities averaging from approximately 1 unit per 3 gross acres up
<br />to 1 unit per 7 gross acres, sufficient to meet the City's environmental protection
<br />goals. Total population forecasts are indicated in the following tables:
