ODen Soacr and Irai► Plan <br />CMP Part 4(E) <br />PARK, OPEN SPACE AND TRAIL PLAN <br />INTRODUCTION <br />The provision of parks, open space areas and trails in Orono is an essential <br />element in making the City "livable". The increased leisure time, higher <br />incomes and greater awareness of physical fitness among the population has <br />resulted in increased demands for adequate recreation areas and facilities. Thus, <br />it is important for Orono to develop and implement a total strategy for meeting <br />these needs in an efficient, economical manner. <br />This Park, Open Space and Trail Plan is a refinement and restatement of the <br />ongoing planning practice of the City of Orono. It respects and maintains the <br />historic development patterns of the City. It continues many of the basic open <br />space concepts established by the first organized comprehensive planning <br />attempts in the mid 1960's, the 1974 Orono Village Comprehensive Guide Plan, <br />atA-the 1980 Community Management Plan, and the 2000-2020 CMP. <br />This Plan is prepared and presented for the following purposes: <br />The Park, Open Space and Trail Plan is intended to identify the <br />recreation and open space needs of the City and its citizens. Park, <br />recreation and open space requirements are directly related to a <br />community's land use plans. Public recreation needs are also related to <br />the availability of alternative leisure time activities. Orono's urban <br />neighborhoods require somewhat different forms of open space and park <br />land than the City -s rural areas. <br />The Park, Open Space and Trail Plan is intended to be a <br />management tool for City officials, appointed commissions, City <br />staff, and other parties involved in developing, maintaining and <br />managing recreational programs and facilities in Orono. The Park, <br />Open Space and Trail Plan identifies for citizens and local officials the <br />location, type and function of the various parks, open space areas, trails <br />and recreational facilities available in the City, and indicates relative <br />priorities in the use and improvement of these facilities. The Plan can <br />assist in reviewing development proposals for areas impacting existing <br />facilities. The Plan will identify potential future open space and park <br />requirements and can assist in planning for acquisition of additional <br />properties either for immediate improvement or to protect areas <br />designated for parks and open space from being converted to other land <br />uses. <br />City of Orono Community Management Plan 2008-2030 Page 4E-1 <br />
