MEMURANDLTMor M 2, 2016 Park Commission M <br />To: Chair Meyers, Park Commission Members <br />Adam Edwards, City Engineer / Public Works Director <br />Jessica Loftus, City Administrator <br />From: Mike Gaffion, Senior Planner <br />Date: April, 29, 2016 1)&1 <br />Subject: Zoning File #16-3822 Lakewest Development, 3245 Wayzata Boulevard Nest <br />Preliminary Plat 1 RPUD Rezoning / Comprehensive Pian Amendment <br />- Park Commission Review per Municipal Code Section 82-113(e) <br />The City is reviewing a subdivision application for a residential development on the former <br />Eisingdr property at 3245 Wayzata Boulevard (west of the Dumas Orchard, southeast of Lurton <br />Park). The Developer is requesting the following approvals: <br />1) Amendment of the Orono Comprehensive Plan (Community Management Plan or <br />``CMP') to allow development of the property at a net density of approximately 5.5 units <br />per acre rather than the guided density of 10-15 units per acre; <br />2) Preliminary plat approval for a 27 -lot single-family residential subdivision; and <br />3) Rezoning to Residential Planned Unit Development (RPUD). <br />The Orono Subdivision Code, Section 82-113(e) states as.follows: <br />(a) A4nraf to P comwksian. Planning Commission noted that the applicants are proposing a private <br />park area and internal trail system to serve the residents of the development. Due to the <br />difficulty of developing a public trail along Wayzata Boulevard because of wetlands abutting the <br />traveled roadway both east and west of the development site, Planning Commission did not <br />include a public trail in their recommendation. It is noteworthy that the portion of the property <br />that is a closed sanitary landfill comprises approximately 9 acres of mostly open land. The <br />developer has suggested that while some of the landfilled area could be developed for housing if <br />mitigated (i.e. landfill contents removed) he might be open to exploring other uses including <br />public recreational land. <br />The Park Commission is asked to review the City's trail and park plans and recommend whether <br />there is a need for public park land; public trail easements or trail construction, or merely Park <br />Dedication Fee for this development. The City Code requires dedication of 8°% of the land as <br />public park or payment of the equivalent value in cash as a Park Dedication fee.
