Project Master Plans <br />C. Project Costs <br />1. Purpose. Gain Park Commission recommendation on the Revised design for the Lurton Off <br />Leash Park. <br />2. Background. Since its reestablishment the Orono Park Commission has been looking for <br />ways to establish an off leash dog park within the Orono park system. Last. fall the Lurton <br />family approached the City with the idea of exploring possibilities to improve the public's usage <br />of Lurton Park by transitioning the park into an off leash park. City Staff and the Parks <br />Commission developed a plan to transition the Park. At the March 7h Park Commission <br />meeting the Commission endorsed the Off Leash Dog Park Plan. At the April 25a' City council <br />meeting the Council authorized the project and it's funding from the Park Fund. The council <br />provided direction on project scope, ordinance changes and fees. The perimeter fence required a <br />variance for lake shore and wetland setbacks. During the variance process (still underway) <br />opposition to the park as laid out in design #1 (Exhibit B) were raised. The variance request was <br />sent of the Planning Commission with some changes based off of feedback from residents, the <br />Planning Department and the Mayor. resulting in Design #2 (Exhibit B). The Planning <br />commission voted unanimously to rcommend denial of the variances. Current plans see the <br />variance request going to the City council on July 1 Ph for decision. Subsequent to the Planning <br />commission meeting members of the Park Commission Off Leash Committee conducted a site <br />visit to propose revisions of to the plan that would be agreeable to the neighbors and to the <br />Council for a Variance approval. See Design #3 (Exhibit B). <br />3. Project Scope and Timeline. The draft Project Scope is to Transition Lurton Park into an off <br />leash dog park in 2016. Work includes the design/ master plan for the park, development of a <br />fee for use policy/ ordinance, the installation of fencing, parking lot expansion and the provision <br />of latrine and garbage facilities. (See Exhibit A&B) <br />4. Project Cost. See Exhibit C for Cost estimates for Design #1 and #3. (See Exhibit C) <br />COMMISION ACTION REQUESTED: Review Design #3 and provide recommendation to <br />City Council. <br />
