MEMORANDUM (or March 7 2016 Park Commission Meeting) <br />To: Chair Meyers, Park Commission Members <br />Adam Edwards, City Engineer / Public Works Director <br />Jessica Loftus, City Administrator <br />From: Mike Gaffron, Senior Planner <br />Date: February 29, 2016 <br />Subject: Zoning File #16-3807 Tom Gonyea — Estate Development Corp. <br />- 425-595 Old Crystal Bay Road North <br />- Preliminary Plat / RPUD Rezoning / Comprehensive Plan Amendment <br />- Park Commission Review per Municipal Code Section 82-113(e) <br />The City is reviewing a subdivision application for a residential development on the 17 -acre <br />property (14 acres dry buildable) at the SW quadrant of the intersection of Wayzata Boulevard <br />and Old Crystal Bay Road North. Planning Commission considered whether there was any benefit to requiring <br />installation of a pedestrian/bike trail along the west side of OCB Road, noting that there was <br />likely no need for this given the trail existing along the east side of the road. When asked about <br />access to the existing trail, they indicated they do not support establishment of a crosswalk over <br />OCB Rd. between the Hwy. 12 bridge and the signalized intersection, due to questionable need <br />and inherent safety concerns. That being said, they encouraged upgrades to the signalized <br />intersection to make it more pedestrian -friendly at all 4 quadrants. Planning Commission also <br />suggested there is no need for public or private park land dedication for this site given its <br />proximity to the Orono Schools' recreational facilities. <br />The Park Commission is asked to review the City's trail and park plans and recommend whether <br />there is a need for park land; trail easements or trail construction; or merely Park Dedication Fee <br />for this development. The City Code requires dedication of 8% of the land as public park or <br />payment of the equivalent value in cash as a Park Dedication fee.
