CMP Part 5. Implementation <br /> IMPLEMENTATION <br /> The City utilizes various tools to implement the Comprehensive Plan. The primary tools include, <br /> but are not limited to: <br /> 1)Zoning Regulations and Zoning Map—Chapter 78 of the City Code <br /> 2) Subdivision Regulations—Chapter 82 of the City Code <br /> 3) Individual Sewage Treatment System Regulations—Chapter 58 of the City Code <br /> 4) Sewer and Water System Regulations—Chapters 14 and 82 of the of the City Code <br /> 5)Capital Improvement Plan (CIP) (Appendix A) <br /> 6)City Budget <br /> 7)City Fee Schedule(esp. sewer,water, and park dedication fees to support infrastructure). <br /> Zoning Regulations and Zoning Map <br /> The current zoning map is attached as Appenisti-x--BMap 5-1.The City intends to review these official <br /> controls for consistency with the Comprehensive Plan within nine months of adopting the Plan as <br /> required by State law.The City will also make any changes which are necessary to make the official <br /> controls consistent with the Plan within this timeframe. The City has identified that the following <br /> changes may be necessary to make the official controls consistent with the Plan: <br /> 1)Review standards for development within the Mixed Residential Land Use. <br /> 2) Amend official controls to achieve consistency with updated density requirements for <br /> Medium-High Density Residential and High Density Residential land uses. <br /> 3)Amend official zoning map for property for which a Future Land Use Map-was amended. <br /> 4)Review environmental protection regulations. <br /> Administrative Provisions <br /> The Ordinances pertaining to general government operation are updated on an ongoing basis to <br /> reflect current policy and requirements. General performance standard revisions may be needed to <br /> be consistent with the CMP, with current development concerns and with recognized existing <br /> situations. The City wishes to carefully protect CMP plans and neighborhood property values, but <br /> does not want to require unnecessary zoning reviews, extensive delays, or unrealistic standards. <br /> Areas needing attention include: <br /> -Ceommercial district development standards and uses, <br /> Llake access management, <br /> Sstandards for private roads,and <br /> Nonconforming use provisions. <br /> ISTS Management <br /> The City's progressive policies regarding management of individual sewage treatment systems <br /> will be continued and strengthened as the best insurance policy against unnecessary extension of <br /> municipal sewers into the Rural Area.
