CMP Part 4D. Public Services Plan <br /> PRIVATELY OPERATED UTILITIES AND SERVICES <br /> Citizens and properties in Orono are provided with power and communication services by public utility <br /> companies operating under public regulation and franchise. Sanitation services are provided by private <br /> haulers operating under license from the City.As in other elements of the CMP,the availability of service <br /> levels varies between the urban and rural portions of the City. In addition,electricity and telephone service <br /> districts are each divided between two different utility companies making coordination with City officials <br /> and City policy more involved than if only one company were involved. <br /> Electrical Service <br /> Electrical service is provided in Orono by two separate utilities. Northern States Power (NSP) <br /> provides service to most of Orono with local offices in Shorewood. Wright-Hennepin Co-op <br /> Electric Association,with offices in Rockford,provides service to a few properties in northern and <br /> northwestern Orono. The service areas are divided as shown on Map 4D-2. <br /> Cable Television & Communication Service <br /> Orono is provided with cable television service by Mediacom,the franchise holder which currently <br /> owns and maintains the cable television infrastructure in the Lake Minnetonka area.Not all homes <br /> in Orono are currently provided with cable service, which relies on a minimum level of residential <br /> development density in order to financially justify the infrastructure costs. <br /> Local programming and franchise administration are under the auspices of the Lake Minnetonka <br /> Cable Commission (LMCC), a joint powers organization consisting of 17 of the smaller cities <br /> around Lake Minnetonka. In terms of franchise administration, the LMCC controls rates on basic <br /> service,reviews technical standards and compliance,ensures that the cable operator is meeting the <br /> needs of the community in customer service, and provides quality television production facilities <br /> and training for the local communities. <br /> In terms of local programming, LMCC operates a television production studio in Spring Park and <br /> generates local programming which is broadcast over two local access channels. A total of four <br /> channels are dedicated to local Public, Educational and Governmental programming ("PEG <br /> Access"). <br /> Private Utility & Sanitation Service Goal <br /> To provide all citizens and all areas of the City with adequate levels of service in the most <br /> economical manner possible consistent with Orono's urban-rural land use plans. <br /> Sanitation Policies <br /> 1. Each resident will be responsible for his own sanitation requirements. The <br /> City will require by ordinance that all residents individually contract with a <br /> licensed hauler for regular pickup and removal of all garbage, trash, and rubbish. <br /> 2. Licensed haulers will be responsible for all administrative requirements <br /> including arranging for their own disposal sites. Rates, routes and schedules <br /> shall be determined by the hauler.
