CMP Part 4C. Water Supply <br /> location or identification of property; when the restrictions will be implemented <br /> and when they will terminate; and whether the restrictions will be voluntary or <br /> involuntary. Notice of the restrictions will be posted on the website, sent via social <br /> media and direct mailings and published in the local newspaper, and will become <br /> effective 24 hours after passage and publication. If the City Administrator <br /> determines that the water pressure and available water in the municipal water system <br /> reaches a level which endangers the public health or safety,he may declare a water <br /> emergency. Upon such declaration, notice will be given to the news media, social <br /> media and city website,and all orders restricting water use shall be enforceable one <br /> (1)hour from the time of such notice. <br /> Enforcement <br /> By ordinance,violation of a mandatory water use restriction is a misdemeanor. The <br /> City of Orono has not established penalty charges for non compliance. Failure to <br /> comply after repeated notices willmay lead to fines or discontinued water service <br /> (Section 14-75).Water use restrictions will be monitored by Citystaff and enforced <br /> as necessary <br /> CONSERVATION PLAN <br /> Role Of Conservation. <br /> The City of Orono Water Conservation Plan is intended to reduce the demand for water, <br /> improve the efficiency of use of water, and reduce losses and waste of water. Water <br /> conservation has the potential to delay or eliminate the need for development of <br /> supplemental water sources to meet peak demands for nonessential water uses. Reduction <br /> in the peak demand through conservation efforts is preferable to major City expenditures <br /> for increasing water source, treatment and storage capacities. <br /> Water Conservation Potential. <br /> For theThe Navarre System serves residential and commercial uses,a primarily residential <br /> service area, conservation efforts will be focused on ensuring the wise use of water as well <br /> as updating the treatment facility and making system repairs as necessary. As the <br /> residential housing stock is renovated by homeowners, City enforcement of the State <br /> plumbing codes will ensure use of water efficient fixtures. The Highway 12 system serves a <br /> variety of users including both single-family and multi-family residential uses that are still <br /> developing,commercial and industrial uses, and the Orono Schools complex. New homes <br /> will be required by State plumbing codes to install water-efficient fixtures. New or <br /> expanding commercial, industrial,and institutional users will be encouraged(and required <br /> when appropriate)to establish water-conserving policies and use water-efficient equipment. <br /> Water Conservation Programs <br /> The city will endeavor to implement the MnDNR Conservation Objectives and <br /> Strategies. <br /> City of Orono Community Management Plan 2020-2040 Part 4C,Page 26 <br />
