CMP Part 4B. Sanitary Sewer Plan <br /> O-GOALS AND POLICIES <br /> Goals <br /> 1. To provide an adequate, safe level of sewage treatment and waste water disposal for all <br /> residences and other occupied properties in the City. <br /> 2. To protect Lake Minnetonka,other lakes and streams, surface and ground waters from sewage <br /> effluent pollution. <br /> 3. To achieve the above goals within the financial capabilities of the City and its citizens without <br /> becoming an intolerable burden on the landowners or taxpayers. <br /> Policies <br /> 1. The primary method of sewage treatment and disposal within the Urban Service Area will be <br /> municipal sewer. <br /> 2. The primary method of sewage treatment and disposal within the Rural Area will be individual <br /> on-site systems, because: <br /> a. The cost of providing municipal sewer service to the Rural Area is high due to the low <br /> density of development and due to the varied topography. <br /> b. Development of the Rural Area at densities which would keep the cost of municipal sewer <br /> low,would be counterproductive to the City's primary goal of protecting Lake Minnetonka <br /> and other Orono lakes. <br /> 3. The Metropolitan Urban Service Area (MUSA) boundary in Orono will define areas where <br /> sewer exists or where it may be extended to serve existing or new development, but will not <br /> define the areas where general urban services will be provided, and it will not define the <br /> boundary between higher density and low-density development. <br /> 4. Orono will provide municipal sewer extensions to lakeshore areas and non-lakeshore areas <br /> within the MUSA when it is determined that municipal sewer is preferable to long-term use of <br /> on-site sewage treatment systems. <br /> 5. The costs of extending municipal sewer to existing neighborhoods will be borne primarily by <br /> the property owners being served. <br /> 6. Thecosts of extending municipal sewer to serve new residential and nonresidential <br /> development will be borne entirely by the developer. <br /> 6. <br /> City of Orono Community Management Plan 2020-2040 Part 4B, Page 16 <br />
