CMP Part 4B. Sanitary Sewer Plan <br /> Orono Private Treatment Systems <br /> The City of Orono's rural areas are served by Individual Sewage Treatment Systems (ISTS). A <br /> map of Existing ISTS's in Orono is at Appendix CMap 4B-4. Orono Code regulating ISTS can be <br /> found in Appendix D. This ordinance was updated in July of 2018 to be consistent with Hennepin <br /> County regulations and State law. This Chapter 58 is consistent with Minnesota Pollution Control <br /> Agency (MPCA) regulations adopted as (Minnesota Rules Chapters 7080 7083). The provisions <br /> specify technical standards, site evaluations, sizing requirements, and minimum setbacks from <br /> floodplains and wetlands for individual systems. Every three years the City notifies homeowners <br /> to provide maintenance to their septic systems and submit inspection reports to the City. If a <br /> complaint is submitted about a septic system, the city is responsible for performing an inspection <br /> of the system. <br /> Based on City building records, an inventory of septic services is listed below: <br /> a s'vidual Sewage Treatment Sy ms (2018) <br /> Residential 1024 <br /> Institutional (Churches, Golf courses) 5 <br /> Total On-Site systems 1029 <br /> Source: City Building Records <br /> All public or privately owned Community Wastewater Treatment Systems are included in the <br /> residential calculation. <br /> FORECASTS <br /> Land Use <br /> Orono's land use plan calls for development in both the urban and the rural portions of the City. <br /> The urban area will see new residential development on the existing vacant lots and undeveloped <br /> parcels at densities of 1-3-25 units per acre. Urban commercial development will be restricted to <br /> neighborhood services in the existing Navarre Area and fuller utilization of the industrial and <br /> commercial potential near Long Lake. Overall urban density will remain relatively low because of <br /> the ecological considerations of proximity to Lake Minnetonka. The rural area will see continued <br /> residential development at a slow,steady pace in a manner similar to that of the past three decades. <br /> Strict subdivision review will ensure adequate retention of privately maintained open space, <br /> limited to open space recreation.
