CMP Part 4A. Transportation Plan <br /> Table 4A-10 Goals and Objectives <br /> Goals Objective <br /> 1.Facilitate efficient movement of 1.1. Regularly assess transportation maintenance needs and include <br /> people within and through the City roadway, trail pavement, and other transportation infrastructure <br /> maintenance in the Capital Improvement Plan. <br /> 1.2 Efficiently preserve and maintain the City's transportation system in a <br /> state of good repair. <br /> 1.3. Provide safe and efficient routes for emergency and public safety <br /> vehicles. <br /> 1.4.Coordinate with appropriate jurisdiction(MnDOT,Hennepin County) <br /> to provide adequate capacity to relieve congestion. <br /> 1.5.Encourage sound access management. <br /> 1.6 Encourage, with other government agencies, the expansion of multi- <br /> modal and transit services in the city to support resident and business <br /> transportation needs <br /> 2. Facilitate efficient movements 2.1. Coordinate with appropriate jurisdictions(BNSF,MnDOT,Hennepin <br /> of goods within and through the county)to ensure the safe and efficient flow of Freight through the city of <br /> City Orono <br /> 3. Provide a transportation system 3.1. Coordinate transportation system investments with the Orono Land <br /> that is integrated with land use and Use Plan. <br /> development 3.2. Design, construct, and maintain roadways that fit the character of the <br /> adjacent land use <br /> 3.3. Require all new (private or public) residential streets be designed to <br /> City standards. <br /> 4. Improve transportation safety 4.1.Implement safety improvements to address high crash locations <br /> for all users and modes of 4.2. Proactively address bicycle and pedestrian safety concerns along <br /> transportation roadways and at crossings. <br /> 4.3.Bring sidewalks,trails,and intersections into compliance with ADA. <br /> 4.4. Support traffic calming and design to minimize speed on minor City <br /> collectors and local roadways. <br /> 5. Develop a safe and convenient 5.1. Invest in multi-modal transportation solutions including bicycle and <br /> multimodal transportation system pedestrian infrastructure. <br /> 5.2. Preserve and acquire adequate right of way for sidewalk and trail <br /> construction. <br /> 6. Conserve and enhance 6.1. Incorporate storm water Best Management Practices into all <br /> environmental resources transportation construction and maintenance projects. <br /> 6.2.Incorporate natural feature preservation into road construction project <br /> as practical. <br /> 6.3 Incorporate Best Management practices for natural resources within the <br /> city rights of Way <br /> General Transportation Policies <br /> 1. Commuter and general arterial traffic must be directed away from Lake Minnetonka. The <br /> sensitive environment of Lake Minnetonka,and the property rights of the riparian landowners, <br /> are being damaged by continued reliance on this outmoded roadway location. <br /> 2.
