Environmental Protection Plan <br /> SURFACE WATER MANAGEMENT <br /> Surface Water Management Plan <br /> Introduction <br /> The City of Orono's 2018 Local Surface Water Management Plan (SWMP)is an update of <br /> the 2011 SWMP. This Surface Water Management Plan has been developed to serve as a <br /> comprehensive planning document to guide the City of Orono in conserving, protecting, <br /> and managing its surface water resources. The SWMP provides an inventory of water <br /> resource related information including the results of assessments conducted by other <br /> governmental units, both local and state. From this inventory and assessment, Orono sets <br /> forth its goals and policies and implementation program. The SWMP also seeks <br /> consistency with the goals and policies of the Minnehaha Creek Watershed District and <br /> with the requirements and guidance provided in the Metropolitan Council's 2040 Water <br /> Resources Management Policy Plan. <br /> Statutory Requirements <br /> This SWMP meets the requirements detailed in Minnesota Statutes 103B and Minnesota <br /> Rules 8410,administered by the Minnesota Board of Water and Soil Resources.Minnesota <br /> Statute 103B.201 states that the purposes of the water management programs are to: <br /> 1. Protect, preserve, and use natural surface and groundwater storage and retention <br /> systems; <br /> 2. Minimize public capital expenditures needed to correct flooding and water quality <br /> problems; <br /> 3. Identify and plan for means to effectively protect and improve surface and groundwater <br /> quality; <br /> 4. Establish more uniform local policies and official controls for surface and groundwater <br /> management; <br /> 5. Prevent erosion of soil into surface water systems; <br /> 6. Promote groundwater recharge; <br /> 7. Protect and enhance fish and wildlife habitat and water recreational facilities; and <br /> 8. Secure the other benefits associated with the proper management of surface and <br /> groundwater. <br /> This plan is also consistent with the goals and policies of the Metropolitan Council's 2040 <br /> Water Resources Management Policy Plan, and the goals, rules and management <br /> objectives of the Minnehaha Creek Watershed District (MCWD) with whom Orono <br /> partners in its management activities.Though intended to serve Orono until 2028,this plan <br /> City of Orono Community Management Plan 2020-2040 Part 3A, Page 12 <br />
