MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,March 16,2015 <br /> 6:30 o'clock p.m. <br /> 4. The property owner agrees to the filing of a covenant in the title of the property providing that the <br /> accessory building will not be used for a home occupation unless specifically approved by the <br /> City or if allowed by this Code; used as a dwelling unless a guest house conditional use permit is <br /> obtained; or rented, leased or otherwise prohibited for use as a dwelling under any circumstances. <br /> The existing septic system serving the home on the property is an elevated seepage bed which requires <br /> annual service and monitoring contract with the installer by the City. The owner is proposing to install a <br /> 1,000 gallon pump tank to be installed near the barn which will pump into the existing system. The <br /> City's septic inspector has reviewed the plans and has made additional recommendations for approval, <br /> which include additional monitoring and restrictions. <br /> Staff recommends approval of the application subject to the following conditions: <br /> 1. The septic system must be monitored twice per year for the life of the system. <br /> 2. The monitoring reports shall be copied to the City within two weeks of each monitoring <br /> inspection; <br /> 3. If the monitoring is discontinued, it shall be considered a violation of the conditional use permit <br /> and the plumbing facilities must be removed from the barn within 60 days of notice from the <br /> City; <br /> 4. The barn shall not be used for a home occupation unless specifically approved by the City; <br /> 5. The barn shall not be used as a dwelling or guest house; and <br /> 6. The barn shall not be rented, leased or otherwise provided for use as a dwelling under any <br /> circumstances. <br /> Landgraver asked if Staff will be ensuring that the reports are received twice a year. <br /> Curtis indicated there currently is an annual monitoring and inspection submittal system set up and that is <br /> done by the building department. <br /> Landgraver asked if that system is flexible enough to ensure the reports are received every six months. <br /> Curtis stated it is. <br /> Schwingler noted the property owner has two weeks to submit the report. <br /> Curtis indicated the reports are typically faxed in or e-mailed in by the inspector. <br /> Christopher Perry, Applicant, stated he concurs with the recommendations and that he will work within <br /> the guidelines. <br /> Chair Leskinen opened the public hearing at 8:06 p.m. <br /> There were no public comments regarding this application. <br /> Page 17 of 30 <br />
