MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday, September 15,2014 <br /> 6:30 o'clock p.m. <br /> Leskinen stated she is receptive to the park as well and that it will be a nice addition to the project if it can <br /> be worked out. <br /> Landgraver stated he has difficulty understanding how a private septic system can be located in a <br /> conservation easement. <br /> Gaffron stated Staff just met with Prairie Restorations and that same question was discussed. Prairie <br /> Restorations will be out there monitoring the site on a regular basis. <br /> Landgraver stated his first reaction was that it sounds like a nice idea at first,but that as time goes on, it <br /> may not be maintained properly. <br /> Hiller stated there are some details that still need to be worked out with the conservation easement. <br /> Mack stated he has raised concerns or questions about the primary and alternative septic mound sites <br /> being located in the conservation easement areas and that he did check with the University of Minnesota. <br /> The University has indicated they do not have specific printed guidelines and that each situation is <br /> different but that they do look to outfits like Prairie Restorations to come up with vegetation that works <br /> well with mound systems. Mack stated one of the guidelines that the University did articulate was the <br /> need to mow a primary mound system every year. Mack stated sometimes restoration companies have <br /> more of a three-year cycle and that those details need to be spelled out. <br /> Schoenzeit asked if there are any best management practices for monitoring the quality of the drainage. <br /> Schoenzeit noted Forest Lake is currently rated a D and that steps need to be taken to help protect that. <br /> Nash indicated they have been working with the Minnehaha Creek Watershed District since they have <br /> begun work on this project and that they will be monitoring work on the site. The quality of the drainage <br /> is currently being measured by the Minnehaha Creek Watershed District and steps will be taken to help <br /> improve that quality as part of the permit process. <br /> Schoenzeit moved,Landgraver seconded,to table Application No. 14-3691, Source Land Capital, <br /> LLC,405 North Arm Drive.
