MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday, September 15,2014 <br /> 6:30 o'clock p.m. <br /> e. The dead-end turn-arounds design at the end of the private street shall be subject to final <br /> design approval of the Fire Chief. <br /> f. If a reduced private street improvement width is proposed and approved for less than the <br /> standard 28 feet minimum and which includes available off-street bump-out visitor parking areas, <br /> then on-street parallel parking shall be prohibited along both sides of the private roadway. Signs <br /> restricting such parking shall be installed and maintained by the homeowner association if needed <br /> to assure full access to all dwellings by emergency personnel. <br /> Mack noted Staff's findings are contained within the report. As part of this review,discussions have been <br /> held with Staff and the City Attorney as to whether or not the ability exists to perhaps add the ability to <br /> modify the location of the driveway. Mack stated in Staff's opinion,the idea of modifying the flowage <br /> and conservation easement in some respect to actually allow the private road on much higher ground <br /> would make more sense than the location proposed by the applicants but that additional work would be <br /> required by the City Attorney to modify that easement. <br /> Leskinen asked if the current underlying zoning on the property is one acre. <br /> Mack indicated that is correct. <br /> Berg asked where Staff is suggesting the private driveway be relocated. <br /> Mack displayed the recent survey of the property on the overhead. Mack indicated the driveway would <br /> be sixty feet from the southeastern corner of the property. <br /> Berg asked if Staff is proposing to move it down to the property line. <br /> Mack stated the applicant is proposing to bring the road up to the top of the hill site in a location away <br /> from the lot line. Mack stated essentially the driveway would come in almost directly opposite the <br /> townhome driveway on the other side of the street. Mack noted the new location is not the layout before <br /> the Planning Commission tonight. <br /> Page 13 of 59 <br />
