MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,November 18,2013 <br /> 6:30 o'clock p.m. <br /> Brunello indicated that is all he is asking for. <br /> Leskinen asked whether there should be a maximum 2-foot deviation to the north and that anything else <br /> would need to come back before the Planning Commission. <br /> Thiesse indicated he is not sure. <br /> Curtis stated she can work with either one of those options but that she just needs it to be defined in the <br /> motion. <br /> Leskinen stated she could live with a 2-foot expansion. <br /> Thiesse stated he would prefer to call it an adjustment. Thiesse asked if the applicant would be okay with <br /> a 2-foot adjustment from the dimensions that are in the footprint now. <br /> Brunello indicated it would be. <br /> Thiesse amended his motion,Landgraver seconded,to recommend approval of Application No. 13- <br /> 3643,John Brunello,825 Willow Drive South,granting of lot area,side setback, and wetland <br /> setback variances, and to approve the actual footprint of the house and not the building pad, <br /> subject to Staff recommendations,with the second story meeting the 10-foot side yard setback and <br /> subject to the requirements of the Watershed District,to eliminate the requirement that the <br /> footprint be up to the 50-foot front yard setback, and to limit any adjustment to the footprint to two <br /> feet. VOTE: Ayes 5,Nays 0. <br /> 8. #13-3616 CITY OF ORONO,AMENDMENT OF ZONING CODE CHAPTER 78,ADD <br /> SECTION 78-1379,ALTERNATIVE ENERGY SYSTEMS,9:30 P.M.—9:46 P.M. <br /> Gaffron noted the Planning Commission has spent a number of sessions working through the draft <br /> ordinance on alternative energy systems. The draft ordinance before the Planning Commission tonight <br /> still has some draft options that should be considered. <br /> The first option for consideration is whether a WECS prohibited option should be added. Staff has also <br /> concluded that integrating the Medina option and the Woodbury WECS versions into a single option is <br /> not viable because they are quite different in intent with regard to scope and level of detail. Option 1 is <br /> highly detailed and oriented more toward commercial WECS. Option 2 is less detailed,more straight <br /> forward, and oriented more toward residential WECS. <br /> Gaffron stated if the Planning Commission were to recommend adoption of a WECS prohibited option, <br /> Option 2B is the one that makes sense to Staff. <br /> It is Staff's recommendation that the Planning Commission review the draft ordinance, hold the public <br /> hearing which has been published and noticed, and make a recommendation to the City Council regarding <br /> adoption of the ordinance, specifying which option sections are preferred. <br /> Gaffron noted there are also options for hydronic furnaces that should be discussed. <br /> Chair Leskinen opened the public hearing at 9:35 p.m. <br /> Page 31 of 35 <br />
