MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,August 19 2013 <br /> 6:30 o'clock p.m. <br /> Landgraver asked whether the available parking space was limited to the municipal lot on the previous <br /> application. <br /> Gaffron stated to his recollection it did not consider parking in front of the building or in the private <br /> commercial properties. Gaffron noted those commercial properties would not have an obligation to <br /> provide parking. <br /> Thiesse noted the five or six parking stalls in front of the building could also be included in the <br /> calculation. <br /> Landgraver commented the demand for parking also depends on the time of day. <br /> Thiesse asking if the City's parking requirements are based on square footage and not hours of operation. <br /> Gaffron indicated the City's Code does not define overlap parking and that it is likely there will be some <br /> parking stalls available in the evening on the private commercial properties. The City's Code, however, <br /> does not provide for that to be considered in the analysis. <br /> Landgraver asked if the circled areas on the overhead are the available parking spaces. <br /> Gaffron indicated they are the striped stalls. <br /> Thiesse asked if there are adequate bathroom facilities available to accommodate both facilities. <br /> Gaffron stated the applicant has indicated that he did expand the bathroom facilities back in 2005 or 2006 <br /> to handle the expansion being proposed at that time and that Staff will have to confirm that. <br /> Thiesse asked if there are any accessibility issues associated with accessing the basement since an <br /> elevator is not available. <br /> Gaffron indicated there potentially could be some issues. <br /> James Anderst,Applicant, stated as far as the parking is concerned,there are a number of on street <br /> parking stalls available, which were not included, and the parking lot has never been full. Anderst stated <br /> in his view Navarre does not have a parking problem. <br /> Anderst stated the artist rendition of the back of the building depicts a patio and the plan is to only allow <br /> access to the patio through the building. The patio will not empty into the parking lot. The screening <br /> around the patio will consist of trees and shrubs and that he does not want to have a solid wall. <br /> Landgraver noted if the walls are under six feet,that would be acceptable under City Code. <br /> Anderst stated he is considering a wrought iron fence. <br /> Schoenzeit asked if the fence would be permanent. <br /> Anderst indicated the blacktop would be removed and all the wires would be buried. <br /> Page 5 of 28 <br />
