MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,September 17,2012 <br /> 6:30 o'clock p.m. <br /> 7. REPORT OF PLANNING COMMISSION REPRESENTATIVES ATTENDING CITY <br /> COUNCIL MEETINGS ON AUGUST 27,2012,AND SEPTEMBER 10,2012 <br /> Levang stated she attended the August 27th City Council meeting and the main issue was the police <br /> service proposal. Following a lengthy discussion,the City Council approved the contract. As it relates to <br /> planning issues,the Nelson application was adopted,the Pheasant Road application was adopted, and the <br /> application with the guest apartment was discussed with some concerns being expressed that it would be <br /> converted to a separate unit. Levang noted that application was eventually passed. <br /> Curtis noted the property owner was required to remove the door to the garage. The building inspector <br /> had indicated there was no requirement for entrance or egress purposes from the garage. <br /> Leskinen reported on the September 10 City Council meeting and noted that the hardcover ordinance was <br /> tentatively approved. The specific direction to the Planning Commission by the Council was that they <br /> and Staff watch for new patterns of issues or concerns that arise with the new ordinance. <br /> 8. OTHER ISSUES FOR DISCUSSION <br /> Gaffron reported the City is going ahead with prosecuting the resident with the roosters and chickens. It <br /> is likely the court will rule on that matter sometime this week. At the next City Council meeting,they <br /> will be reviewing a one sentence change to the ordinance. The resident who owns the rooster has spoken <br /> with the mayor. If the court action does not solve the problem,then Staff will be recommending that they <br /> adopt a ban on roosters. <br /> Thiesse asked if the City is prosecuting the resident under the noise regulations. Thiesse questioned <br /> whether the City should be changing their ordinance based on one situation. <br /> Levang stated Commissioner Thiesse has a point with whether the City should do something because of a <br /> problem with one resident. <br /> Thiesse noted the new rental facility has placed a boat out in front with a sign on it saying they have boat <br /> storage. <br /> Curtis indicated they do have a temporary sign permit. <br /> ADJOURNMENT <br /> Leskinen moved,Schoenzeit seconded,to adjourn the Orono Planning Commission meeting at 8:34 <br /> p.m. VOTE: Ayes 6,Nays 0. <br /> *Cse,A•vv. 410 ) Oc,t 2— <br /> Loren Schoenzeit, Chair <br /> Page <br /> 18 <br />
