Orono City Council <br /> 1..� <br /> Committee of the Whole <br /> September 28,2010,6:30 p.m. <br /> Orono City Councii Chambers <br /> Present: Mayor Jim White,Council Members Cynthia Bremer, Doug Franchot, Lili McMillan and Jim Murphy; <br /> City Administrator Jessica Loftus, Assistant City Administrator for Long-Term Strategy Mike Gaffron, <br /> City Clerk Lin Vee <br /> 1. City Logo Update <br /> Council discussed updating the city logo by simplifying the existing design but maintaining the duck theme, as <br /> well as developing a policy for use of the logo. <br /> 2. Surface Water Management Plan(SWMP) <br /> Gaffron reviewed the Surface Water Management Plan, noting that phosphorus reduction is one of the major <br /> requirements and is addressed in a series of projects and activities that comprise a 10-year Capital <br /> Improvements Program. The stormwater utility fund will not provide enough funding to complete all of the <br /> proposed projects. The city will also work on obtaining grant funds and partnering with other agencies such <br /> as the Watershed District to accomplish stormwater goals. The city has attempted to focus on projects such <br /> as wetland restoration, ravine stabilization and bank restoration that are most cost efficient in terms of <br /> dollars expended per pound of phosphorus reduced. <br /> The Lake Minnetonka Watershed District is in the process of reviewing the SWMP with the plan on their <br /> October 14 agenda for approval. A public hearing will be held at the October 18 Planning Commission <br /> meeting,followed by Council adoption at the October 26 meeting. <br /> Council agreed to consider modest increases to the annual stormwater utility fee on a regular basis to assist in <br /> funding stormwater projects. <br /> Council also discussed holding a joint work session with the Planning Commission, as well as a roundtable with <br /> other Lake Minnetonka cities,to discuss stormwater issues and incentives that might encourage <br /> improvements to water quality. <br /> 3. Conservation Easements for City Property <br /> The Lurton Park property has generated discussion about easements that are granted for city properties and <br /> methods the city might use to control future development of city properties. Staff will do further research to <br /> determine if there are any third-party non-profit entities that would be interested in a permanent <br /> conservation easement for Lurton Park. <br /> 4. Comments Regarding Information Updates <br /> There were no comments. <br /> 5. Other Issues of Current Interest <br /> Escrow money the city collects for engineering fees and concerns of neighbors of the Kintyre development <br /> were reviewed. <br /> The meeting closed at 7:55 p.m. <br /> ATTEST: <br /> Linda S.Vee, City Clerk James M.
