City Administrator <br /> Date: September 10, 2010 <br /> Subject: Surface Water Management Plan(SWMP) Completion <br /> Attachments: <br /> A - Draft SWMP (CD version) as submitted to MCWD in June 2010 <br /> B - MCWD Comment Letter- August 17, 2010 <br /> C - Met Council Comment Letter-June 17, 2010 <br /> D - Memo and Minutes from Council Work Session January 13, 2009 <br /> E - Memo and Minutes from Council Work Session August 1 l, 2009 <br /> F - Table 9.3: 10-Year Phosphorus Reduction Plan <br /> Enclosed for your review is a CD of the draft Surface Water Management Plan that has been <br /> submitted to MCWD for comment and acceptance prior to adoption by the City Council. <br /> Background <br /> As required by State law, the City has been updating its 2002 Surface Water Management Plan <br /> to be in conformance with the updated MCWD Comprehensive Water Resources Management <br /> Plan. Council authorized Bonestroo to update the Plan in January 2009. Their work was <br /> substantially completed by Bob Barth in late 2009 prior to his leaving the firm, but submittal to <br /> MCWD was delayed by staff pending work on the Comp Plan. Jesse Carlson of Bonestroo has <br /> taken over for Bob and completed final Plan details earlier this year. The draft plan was <br /> submitted to MCWD and Met Council for comment in June 2010. The comments from those <br /> agencies are in Attachments B and C. <br /> SWMP Contents Summary <br /> The plan is organized as follows: <br /> 1. Section 1 offers an introduction to and purpose of the Plan, including a location map of <br /> Orono, an overview of Orono's land use and philosophy of ecologically based planning. <br /> 2. Section 2 of this Plan provides an inventory of land and water resources within the City <br /> including a description of the physical setting, available and pertinent water resources data, <br /> and important natural and conservation areas. <br /> 3. Section 3 includes a comprehensive documentation of the regulatory agencies influencing <br /> the management of surface water resources in Orono. <br /> 4. Section 4 provides a current assessment of surface water management in Orono, including <br /> stormwater modeling, NPDES permitting process, comparison of regulatory standards, and <br /> identification of issues and corrective actions. <br /> 5. Section 5 describes in detail Orono's surface drainage system. <br /> 6. Section 6 presents Orono's wetland management program and identifies wetland restoration <br /> and enhancement opportunities. <br />
