CITY OF ORONO <br />MEMORANDUM <br />DATE: April 23, 2018 <br />TO: City Council Work Session <br />FROM: Dustin Rief, City Administrator <br />RE: Police Pay Disparity — Discuss Temporary Fix with Discussion Towards Long -Term <br />Solution <br />Issue: Deputy Chief base wages at the top of scale and the max Sergeants wages are displaying a <br />compression between the pay ranges. Sergeants are non-exempt and eligible for overtime and Deputy <br />Chief is exempt and ineligible. <br />Background: In 2013 and 2014 the Police Officers Union and Sergeants Union receive base pay increase <br />based on their appropriate contracts and the Non-union employees did not have increases to their base <br />until 2015. The city conducted a wage study in 2015 and implemented it in 2016. This wage study <br />excluded a review of wages for police officers and Sergeants, thereby did not provide a full picture of the <br />city's overall wages by position. In 2017, three of the four Sergeants' year end wages were equal to or <br />exceeded the year end wages of the Deputy Chief position at the top end of all wage ranges. <br />Policy Considerations: Compliance of wage disparity act. Removing Non-union police from Non-union <br />scale may create further disparities. <br />Recommendations: <br />Move Deputy Chief from Grade 14, Step 7 to Grade 15, Step 7 pending wage study (required <br />for Local 12 Union Contract) <br />Seek input from independent party on appropriate wage increase policy to ensure union based <br />positions do not exceed non-union (supervisors of union positions) positions in future. <br />Exhibits <br />Exhibit A.
