CITY OF ORONO <br />MEMORANDUM <br />DATE: April 23, 2018 <br />TO: City Council Work Session <br />FROM: Dustin Rief, City Administrator <br />RE: Process Discussion Dealing with Policy Around Private to Public Road Conversions <br />Issue: On April 9, 2018 the City Council Tabled a request for transitioning a private roadway to a public <br />roadway on Brackett's Point. <br />Background: In 2014 the City of Orono reviewed all of the private roadways in Orono which consisted <br />of 97 roads for a total 19.54 miles or roadway. Since 2014, new developments have added 6 more private <br />roads. 23% of Orono households are on private roads. On Brackett's point a newly approved development <br />is realigning the public roadway through the center of the peninsula and removing a current delineation or <br />distinguishing line of demarcation between the public road section and private road section serving 3 <br />residences at the end of the point. Homeowners at the end of the point have petitioned the City to accept <br />the road, converting it from a private road to public. <br />Policy Considerations: Establishing standards that would excessively change Orono's past practices <br />Recommendations: Staff recommends direction to establish a private road acceptance police to include <br />definitions, and standards which may include the following <br />- Pavement condition index of 85 <br />- Right of way and road width consistent with neighborhood <br />- Road construction to city standards (depth and materials) <br />- Road construction with at least 50% of life remaining. Current depreciation schedule is 50 <br />years <br />- Provide options for acceptance including a street assessment policy with limiting factors to <br />only roads converting from private to public. <br />- Provide a definitions section <br />- Require necessary easements or right of way <br />Exhibits <br />Exhibit A.
