Mr. Eric Zweber <br />WSB & Associates, Inc. <br />Conclusions <br />December 19, 2017 <br />Page 52 <br />The impetus for this study was to complete a high-level initial analysis of the future develop- <br />ment potential in Navarre. Previous sections examined the demographic, economic, and mar- <br />ket performance of various real estate uses in the Navarre area. This section summarizes the <br />market potential findings and makes recommendations on the most appropriate product types <br />that may be captured in Navarre. <br />Potential Redevelopment Sites <br />Maxfield Research & Consulting, together with WSB, identified potential areas is Navarre that <br />could support redevelopment. Table 28 identifies parcels of interest sorted into seven poten- <br />tial redevelopment areas. The table shows the parcel address and PID, owner, acreage, land <br />use, last date of sale (if applicable), and current market values and property taxes. The redevel- <br />opment areas range in size from 1.86 acres up to 6.78 acres. The following summarizes the re- <br />development sites and the potential land uses that could result. <br />• Site #1: The first site is the western -most site in Navarre located just north of Shoreline <br />Drive and south of the 6.4 -acre Hennepin County property. This redevelopment consists <br />of five parcels that comprise about 3.7 acres and include a mix of commercial and resi- <br />dential properties. Most of the property is about 200 -feet deep off Shoreline Drive. <br />Recommended land uses could include <br />o Mid -rise housing r,%, 4,00 <br />o Stand-alone commercial sites <br />o Small retail center <br />Because of the traffic along Shoreline Drive, this site would be accessed by a "right -in <br />right -out" and could experience a longer wait time to make a left turn out of the site. <br />Site #2: This property consists of three properties that collectively are about 4.5 -acres. <br />These sites are not presently on the tax rolls and are either tax forfeited properties or <br />owned by the City of Orono. The site is wooded and located directly to the north of the <br />Navarre Fire Department and west of a for -sale townhome development. The site also <br />abuts the railroad track to the north. <br />Recommended land uses could include: <br />o For -sale twin homes or villas <br />o Attached for -sale townhomes <br />o Mid -rise housing <br />MAXFIELD RESEARCH AND CONSULTING, LLC <br />
