Explore acquiring additional property for providing shared parking and periodic public <br />gatherings for Navarre businesses. <br />Host a developer round table to discuss obstacles to development in Navarre. Be <br />prepared to address those obstacles. <br />Consider developing a fagade improvement program to encourage the revitalization of <br />neglected commercial buildings. Revolving loan funds may keep the money working <br />within Navarre. <br />Transportation Improvements <br />• Work with Hennepin County on a plan for future improvements to Shoreline Drive and <br />Shadywood Road that improves safety and mobility for pedestrians and cyclists. <br />Consider eliminating some of the free right turns at the northwest, southwest, and <br />southeast corners to help narrow the intersection, reduce speeds, and improve vehicle <br />predictability. Check in with Hennepin County staff bimonthly and use the Navarre Small <br />Area Plan PAC as the review committee for potential improvements. <br />• Explore options for adding pedestrian and streetscaping amenities with any roadway <br />improvements such as wider sidewalks, decorative pavement, landscaping, benches, and <br />other ornamental features. <br />• Meet with Hennepin County transportation staff to discuss potential improvements to <br />alternate arterials that would relieve traffic pressure on Shoreline Drive and Shadywood <br />Road through Navarre. Discuss options to reduce traffic volumes on Shoreline Drive and <br />Shadywood Road. <br />• Consider plans for access and the impact of expected traffic volume on Shoreline Drive <br />and Shadywood Road with any redevelopment along these roads. Work with Hennepin <br />County on developing an access management plan for properties that may redevelop <br />along these roadways. <br />Shadywood Trail Connection <br />• Continue to have discussions with Hennepin County and Three Rivers Park District <br />regarding the trail connection along Shadywood Road to keep the process moving <br />forward. <br />• Engage with impacted property owners early to identify necessary mitigation required. <br />• Conduct additional public engagement regarding the trail as part of the community <br />engagement surrounding the intersection improvements. <br />Community Events <br />• Encourage the development of a community festival. Community partners should <br />consider forming a 501(c)3 organization to assist in fundraising and administration of a <br />community festival. <br />• Consider collaboration with nearby communities on an event that incorporates multiple <br />destinations along the trail. <br />• Utilize the city -owned parking lot on the north side of Shoreline Drive and west of <br />Shadywood Road as a possible location for hosting tents, bands, and vendors associated <br />with an event. <br />• Should the block northwest of Shoreline Drive and Shadywood Lane (Maxfield Study <br />Block 4) redevelop, that redevelop should include a space available for public gatherings <br />such as an annual festival. <br />• Leverage an annual festival as an opportunity to do enhanced branding for Navarre. <br />• Explore opportunities for collaboration with the Mound farmers' market to organize a <br />farmers' market along the Dakota Rail Trail in Navarre. <br />• Consider the formation of a Navarre Business Association. <br />Page 11 <br />
