In addition to broader community engagement, utilizing <br />the PAC from this small area plan as a focus group could provide the County a good opportunity <br />for enhanced local input. <br />Traffic Volumes Map — Figure 3 <br />Navarre Small Area Plan - Traffic Volumes <br />Arterial Capacity <br />The segments of Shoreline Drive and Shadywood Road within the Navarre area would be <br />classified as three lane undivided roadways with a capacity of 15,000 to 17,000 vehicles per day. <br />Current and projected traffic volumes are consistent with that of a four -lane undivided roadway, <br />as shown in Figure 4. The objective of the neighborhood to enhance pedestrian and bicycle <br />mobility is not consistent with a common transportation goal to move as many vehicles through <br />the area as quickly as possible. This plan supports improvements to the intersection that improve <br />safety for pedestrians and cyclists while still reasonably accommodating vehicle traffic. The City <br />should continue to work with Hennepin County on a plan that achieves safety improvements for <br />pedestrians and cyclists, while also exploring improvements to other arterials in the area that <br />could relieve some of the traffic pressure through Navarre. <br />Page 8 <br />
