' <br /> The Minnesota Pollution Control Agency(MPCA) staff in the Voluntary Investigation and Cleanup(VIC) <br /> Program has reviewed the documents submitted for the Site.The Site is comprised of 3.15 acres of land <br /> originally developed in the 1930s through the 1970s for commercial purposes.The Site has been <br /> historically occupied by an automobile filling station,automobile sales and service,a drycleaner,an <br /> office, and a restaurant. In 1976 the Site was re-developed as a grocery store that remains in use today. <br /> Lunds has been leasing and operating the Site since 2003. <br /> Several sub-surface investigations were completed at the Site in 2015. Multiple borings identified <br /> tetrachloroethene(PCE),trichloroethene (TCE}, and vinyl chloride in soil vapo�at varying <br /> concentrations greater than regulatory values at several locations across the Site.Additionally,three <br /> sub-slab samples within the building footprint identified PCE,TCE,and vinyl chloride in soil vapor at <br /> concentrations less than their respective industrial intrusion screening values. For the purposes of this <br /> letter,the identified release is comprised of PCE,TCE and vinyl chloride in soil vapor(the Identified <br /> Release). <br /> Based upon a review of the information provided to the MPCA VIC Program,and subject to the ' <br /> conditions set forth in this letter, a determination is hereby made pursuant to Minn.Stat. § 115B.178, <br /> subd. 1(b)that the past actions (Past Actions)as described in a letter from Adam Zobel of Wenck <br /> Associates, Inc. to Andrew Nichols of the MPCA, dated August 7,2015 (Past/Proposed Actions Letter), <br /> and as described in the Affidavit of Jennifer Kent (Affidavit) will not associate Lunds with the <br />
